Dear Comrades
National Executive Committee meeting.
As per our letter dated 20th
September, 2017, we are to meet on 17th
December, 2017 at Kolkata in our National Executive Committee. We are now forced to reschedule the date of
the meeting to 16th
December, 2017 ( i.e.pre-ponement by a day) due to some unavoidable
circumstances. We regret for the
inconveniences caused in this regard. We
want the meeting to commence at 10.30 AM and to conclude the deliberation at 4.00
PM latest. The host unit has arranged
the venue for the meeting and the lodging accommodation under one roof. The
place they had booked is available only on Saturdays and Sundays.
Those who are coming from distant
places, we request them to reach them on 15th evening itself. A few rooms have been booked on 15th. Your travel plans may be intimated to the
host unit, so that they would be able to book the rooms. The accommodation is available upto 17th
fore-noon. Those who plan to leave on 17th, or 16th
evening, kindly intimate the details for it will enable the host unit to save
the room rent. Boarding arrangement is
available from 15th evening onwards and upto 17th
morning. Those who want to stay on 17th
or beyond, kindly inform the host unit so they can make necessary
arrangements. The comrades may pay for
it separately.. The venue of the meeting
is located near to Kolkata airport. The notice for the meeting contains the
details. All the Secretariat members of ITPF and the State Secretaries are required
to attend the meeting. Your intimation with your mobile number will help the
host unit to receive you and make your stay comfortable at Kolkata. Please book your ticket and finalise your
travel plans and intimate the host unit . Please also endorse a copy thereof to
the CHQ.. We are giving hereunder the

Whether the pension revision has taken place as
per the latest orders of the GOI and if not the reasons thereon.

List of pending
vigilance/Disciplinary cases of members of the association and the
reason for the non finalization of the same.

We have annexed the NCCPA
circular letter on the programme of Dharna, which it organised at Delhi. No doubt the programme was massive and
excellent. Despite the problems created by the Delhi police, the programme has
been carried out without much hassle. However, we are to report that our
affiliates and State Units, perhaps barring Tamilnadu and Rajasthan,have not
been able to adhere to the quota of participation we had fixed. We understand the financial and other
difficulties. We sjall discuss the same
at our NE meeting and shall evolve ways
and means to overcome the same. With reluctance, we may express that had
there been a little more concerted efforts on the part of our leaders at the
State level, we could have done better.
Health care issues and problems.
The CGHS related problems
especially for the pensioners have become widespread and serious. Despite our tking up the matter with the
Health ministry no tangible results have come about. In fact the Staff Side has given certain
specific suggestion at the last Standing Committee meeting, but the item itself
was referred to the health Ministry.
From your experience and from the report you have received from your
members, kindly prepare a paper containing the existing CGHS facilities in your
town, the coverage, the availability of medicines, the number of hospital
recognised, the quality of the recognised hospitals; dispensing procedure in
the dispensaries, wellness centres, other problems faced by the pensioners at
the Dispensaries; cashless treatment availability; the problems of pensioners
in non cghs areas; problems faced by the patients in emergency situation, the
availability of specialist treatment
etc. There was a suggestion that
has come out for consideration. We give
the same as under. You may discuss the
same in your organisational fora and we can discuss the same at our NE meeting.
1.
Let the
Government do not enter into any
agreement with hospitals. Let the
professional team vist and only certify whether adequate arrangements are there
in the hospitals for treatment of certain illness/disease. The beneficiaries may take treatment in those
hospitals but the Government will
reimburse only the expenses for such treatment by the AIIMS.
2.
In the non CGHS areas, the beneficiaries may
replace the FMA once they are found to be suffering from prolonged illness,
which require prolonged medication. They may register their name to any CGHS
dispensaries only for the purpose of procuring medicines on the basis of the
prescription made over by any AMA. If
the medicine has been prescribed by a recognised hospital, the prescription
from another AMA can be avoided. The
suggestion is to help the patients who required prolonged medication from
financial strain.
Vigilance cases.
As
we have indicated in our last circular letter, we had taken up the issue of
pending vigilance cases with the CVC, who was the chief guest on the occasion
of the general body meeting of the Delhi Unit. Similarly, we had the occasion
to discuss about the need for a Pension
adalat with the Member (Personnel)CBDT
at Nagpur during the CWC meeting of the ITEF. On both the occasions, the
response had been extremely encouraging.
We need to pursue the same. The
details of vigilance cases we have asked for may please be collected and
presented at the NE meeting.
Finance.
The lack of finance has debilitated our functioning. We are
not able to undertake journeys to organise the pensioners where the Association
has not commenced functioning. The North
West Region, Pune,and Bihar, Jharkhand, MP and Chattisgarh require our concerted efforts. This apart our function at the CHQ also
require funds. We had been extremely
parsimonious in our spending so far.
However, it will arrest the
expansion which we barely require. While
we shall discuss ghe issue at the meeting, all affiliates and State Units are
required to kindly clear their dues before 10thDecember, 2017 i.;e. The
subscription for 2015-16, 2016-17 and 2017-18.
Com. Badola,Treasurer will submit a report to the meeting in this
regard.
We have sent separately a few advertisement forms received from our host unit. They have promised to remt back to the CHQ
whatever excess fund they could generate after meeting out the expenses in
connection with the NE meeting. They are
bingeing out a souvenir and you help in
the matter of procuring some
advertisements will go a long way in generating the excess fund.

Dear
Comrade,
As per the decision taken by the
NCCPA National Executive which met at Nagpur, a massive dharna programme was organized at Meghdhoot Bhawan,
Puza road, New Delhi on 25th October, 2017.
A
meeting of the National Secretariat will be held soon (the date will be
communicated on 10th November, 2017) to review the implementation of the
programme and to chalk out further
course of action in pursuance of the ten point charter of demands. We had planned to elicit the participation of
about 1000 comrades in the dharna
programme on 25th. We have
reached near about that figure, thanks to the strenuous efforts of some of the
affiliates and the State Units. From the
register of participants, in which many had not assigned their signature and
other details due to some logistical difficulties gives a fair picture of the
efforts of the various affiliated organizations It would not certainly be an
exaggeration that the dharna was massive and there had been all-round
enthusiasm from the members in the ptoghramme.
It is to the credit of NCCPA that it took the initiative in organizing a
programme exclusively for the pensioners’ demands in the post 7th CPC
period. We take this opportunity to
congratulate everyone who took the pains to come over to Delhi and participate
in the programme and place our sincere gratitude to all affiliates and State
Units for making all out efforts to ensure the success of the progtramme. As per the reports, we have received,
financial constrains has come in the way of mobilizing large number of comrades
to participate and there had been last minute cancellation due to health
problems by some of the Units.
We could commence the dharna
only at 11.30 AM due to various transport related problems, though large number
of our comrades had assembled at the venuefrom 9.30 AM onwards. The organizing committee at Delhi had to face
innumberable problems on the eve of the
programme. The Delhi Police refused
permission at Janta Mantar citing the NGT decision. We decided not to confront
the Government and the Police authorities as we were eager to ensure hassle
free event. We had, with the help of the NFPE leaders obtained
permission from the Chief Post Master General to hold the Dharna in the
premises of Meghdhoot Bhawan. However,
the Delhi Police and IB contacted our
organizing secretary Com.Deep Chand on 24th night to inform of the denial of
the permission to organize the programme even
at Meghdhoot Bhawan.
What degeneration has taken
place in our democratic polity over the years became obvious on that night.
There was a time when lakhs of people used to assemble at Boat Club (located in front of
the Rasht apathy Bhawan and the Parliament house) to voice their grievances and
seek solution from the democratically elected Government and the party in
power. Discernible was the resentment of
the rulers from these vox populi demonstration. In the name of maintaining the cleanliness
of the place, such demonstrations were first banned at the Boat Club which
resulted in the opening the Parliament stree-Jantar Mantar junction to air the
voice of opposition. Police never permitted any demonstration there in which
more than 3000 people participated. For
nearly two decades, that place became the venue for people from all walks of
life to assemble and voice their protest.
Now the Green Tribunal has passed the order prohibiting any such
demonstration to take place in front of Jantar Mantar on the same ground by
virtue of which Boat club was closed down.
The days are not far off when the entire New Delhi would be barred for
the Indian people except for the sycophants of the ruling coterie, which would
enable the rules to hear only the voice in praise of them and be divorced from
the reality of the people’s life who had elected them to power. The organizing committee could ultimately
overcome the difficulties and hold the dharma in a peaceful atmosphere at
Meghdhoot Bhawan, for which we are no doubt grateful to the CPMG and the
leadership of NFPE. The programme went
on upto 3.00PM. Com.Shiv Gopal Mishra
was the first speaker in his capacity as the President of NCCPA. The programme
was inaugurated by the veteran trade union leader and the erstwhile leader of
the telecom employees Com.VAN Namboodiri, Patron of NCCPA. On behalf of the organizing Committee, Com.
Deepchand conducted the proceedings of the house and Com. Rajinder Presad of
AIPRPA presided over. Com. KKN Kutty, Secretary General NCCPA informed the
participating members of the need to fill up the register with the derails
which could be used by the CHQ for a faster and effective communication
mechanism in future. He also drew the
attention of the comrades of the Booklet which had been brought out by the
NCCPA explaining the ten point charter of demands, which was being sold at the
venue for a price of Rs. 10/-. About 650
copies of the booklet were sold out at the venue itself. We are proposing to send a few copies to all
affiliates and State Committees to ensure that the same is sold and the
publication cost realized . Com. Tapan
Sen, General Secretary CITU and Member of Parliament was one of the prominent
speakers. The programme was concluded by
his address to the members There had
been a galaxy of speakers who were leaders of various Trade Union organizations
and Pensioners associations. Prominent
